Lieutenant Colonel Stacy M. Allen was born in Dallas, TX and raised in Dansville, NY. She is a 2007 graduate of the University of Rochester in Rochester, NY. She attended the University of Rochester on a Reserve Officer’s Training Corps scholarship and was commissioned as a Second Lieutenant in the United States Marine Corps following graduation. She subsequently attended the Basic School from 2007 to 2008 where she was selected to become an Adjutant.
Following Personnel Administration School, Lieutenant Colonel Allen’s first assignment was as the Adjutant and Legal Officer at Marine Wing Support Squadron 371 (MWSS-371) in Yuma, AZ. While with MWSS-371, Lieutenant Colonel Allen deployed to Helmand Province in Afghanistan in support of Operation Enduring Freedom 09.01.
In 2010, Lieutenant Colonel Allen was transferred to the Navy and Marine Corps Appellate Leave Activity where she served as the Executive Officer. As the Executive Officer, she was responsible for the appellants administratively assigned to the command and oversaw their final discharges upon completion of appellate review. While serving in this billet, Lieutenant Colonel Allen was selected for the Funded Legal Education Program.
From 2012 to 2015, Lieutenant Colonel Allen attended the George Mason University School of Law in Arlington, VA where she received her J.D. During law school, Lieutenant Colonel Allen interned at Marine Corps Judge Advocate Division, the Navy-Marine Corps Appellate Government Division, and the Office of Special Counsel. Following completion of law school and the bar exam, Lieutenant Colonel Allen attended the Naval Justice School in Newport, RI.
From 2015 to 2018, Lieutenant Colonel Allen was assigned to the Legal Services Support Section in Quantico, VA where she served as a Trial Counsel, Victims’ Legal Counsel, and the Regional Victims’ Legal Counsel.
In 2018, Lieutenant Colonel Allen was selected to become the Military Assistant and Special Counsel to the Department of the Navy General Counsel. In this assignment she provided support and guidance to the General Counsel in his role as the principal legal advisor to the Secretary of the Navy. She served in that billet at the Pentagon from 2018 to 2020. While serving as the Military Assistant, Lieutenant Colonel Allen was selected by the Commandant’s Professional Intermediate-Level Education Board to attend The Judge Advocate General’s Legal Center and School (TJAGLCS) in Charlottesville, VA.
In 2021, Lieutenant Colonel Allen graduated from TJAGLCS with an LL.M. in Criminal Law. She served as the Senior Defense Counsel at Legal Services Support Team Cherry Point from June 2021 until June 2023.
In June 2023, Lieutenant Colonel Allen was assigned to Judge Advocate Division as the Deputy Officer in Charge of the Victims’ Legal Counsel Organization in Arlington, VA. In June 2024, Lieutenant Colonel Allen assumed her current role as the Chief Victims’ Legal Counsel of the Marine Corps where she oversees staff and attorneys stationed worldwide who provide zealous and ethical representation to crime victims.
Lieutenant Colonel Allen’s personal awards include the Meritorious Service Medal (Two Gold Stars in lieu of Third Award), and the Navy‐Marine Corps Commendation Medal.
